- Abstract
The article focuses on the debate on alcoholism in Great Britain. The combination of increased liquor regulation and the mushrooming of alternative leisure attractions appeared to have eliminated drinking as a social problem. Free licensing supporters believed that the operation of an open market, along with more effective and efficient policing, would improve both the quality of the product and the licensed premises. They pointed to France, a more sober country than Great Britain, where restrictions were fewer.
