A política nacional de atenção básica no contexto da policy analysis.

Abstract

The objective of this work was to discuss the context of policy analysis from the incremental approach and the policy cycle. Specifically, analyzed the assumptions of the models on the process of construction of the National Basic Attention Policy (PNAB). The study, of a qualitative and descriptive nature, is a bibliographical and documentary research. It was possible to realize that until the consolidation of the PNAB, a series of incremental measures were adopted, such as programs and strategies that provided the formation of the policy. In addition, the model of the political cycle allowed for a historical rescue of policy-making, from the perception of the need to reorient the health care model to basic care, to the formulation, implementation and evaluation of PNAB. It is concluded that the approaches are valid to explain the context of policy formation in Brazil.
