- Abstract
This study explores the challenges and handling of juvenile offenders (ABH) in Indonesia, while comparing it with intervention models in the Philippines and India. Adolescence, which spans from ages 12 to 21, is often marked by significant changes that can lead to deviant behavior, particularly in the modern era characterized by moral decline visible through social media. In Indonesia, data indicates a surge in legal violations by children from 2020 to 2023, with nearly 2,000 children involved in legal issues, both as perpetrators and victims. The handling of ABH in Indonesia is regulated by the Minister of Social Affairs Regulation No. 26 of 2018, which includes comprehensive social rehabilitation involving psychosocial counseling, physical, mental, spiritual guidance, and vocational training. The main focus of this program is to restore the children’s self-esteem, assist in their adjustment to social norms, and reintegrate them into society. Furthermore, using a normative juridical approach and deductive analysis techniques, this study aims to evaluate the effectiveness of the child rehabilitation system in Indonesia, with the hope of enhancing the handling of ABH more effectively.
