Abstract

With the increasing number of foreign nationals, there are many foreign students from various nationalities at every level of the Turkish education system. It is essential to accurately analyze the Turkish language needs of these students learning Turkish as a second/foreign language and try to adapt to the education system. Therefore, the research aims to develop a measurement tool that aims to determine the Turkish language skills needs of the immigrants, refugees, and foreign students who are educated in primary schools and learn Turkish as a second/foreign language, and so examine the validity and reliability results of the measurement tool. In the research, 544 classroom teachers who work in primary schools in 15 provinces and districts were provided the criteria according to criterion sampling. While the scale was being developed, a six-stage process was followed: creating scale items, requesting expert opinion, applying the scale, determining construct validity, evaluating the suitability of the data for factor analysis, and examining the construct validity of the scale. The draft scale was applied as a pilot, and then the scale was given its final form. As part of the studies carried out for the scale's construct validity, exploratory factor analysis was applied to the data obtained from 316 teachers, and confirmatory factor analysis was applied to the data obtained from 200 teachers. As a result of the study, the remaining 25 items on the scale were classified into communication, understanding, and expression. Regarding the scale's reliability, the item-total test score correlation and Cronbach Alpha (a) reliability coefficient value of the items for the sub-dimensions of the scale were calculated. Consequently, it was concluded that the reliability values of both the scale as a whole and its factors are high and that the scale can be used as a valid and reliable measurement tool.
