- Abstract
Uruguay is undergoing a decentralization agenda that requires the strengthening of subnational state capacities and the promotion of new intergovernmental relations (IGR) in various public policy areas. In this context, this article seeks to answer the following question: under what conditions do departmental governments implement traditional, discretionary management modalities or, on the other hand, are they able to move towards more professionalized models oriented towards local governance? It is suggested that when IGR systems are strong, they create incentives for departments to adopt formalized, strategic and, to a greater extent, results-oriented management models. Conversely, when IGR is weak, management models are more informal and create conditions for greater discretion.
