La calidad de la atención como eje de los sistemas de salud.

Abstract

The central mission of the health system is to care for and improve the health of the population. To this end, there must be universal access to quality services. There is abundant evidence that access is insufficient for good health outcomes. For this reason alone, quality management and improvement should be a core component of the health system. In fact, "Equitable Access to Comprehensive and Quality Health Services" is an Essential Function of Public Health. Other arguments, less known but equally evidence-based, are its characteristic as a social determinant of health, and its contribution to the sustainability of the system, and to security and resilience in extraordinary situations. To operationalize the necessary focus on quality, a comprehensive and systemic Quality Management System (SGCIS, in Spanish) is proposed, which includes, among other things, all services and all levels of responsibility, under a multidimensional definition of quality. The joint implementation of the MAS-Bienestar model and the National Public Health Service, the basis of the current transformation of the Mexican health system, provides the opportunity to structure and visualize the contribution of an SGCIS.
