The theme of this article analyzes the legal institute of planning and its importance for the realization of development. The research problem refers to the lack of Law (and lack of interest in its elaboration) that disciplines Brazil's national development plan. The objective is to identify a development plan for a third world country so that Brazil can carry out a legal transplant (in whole or in part) and, from this, evolve economically, environmentally and socially. In conclusion, it was verified that the Mexican development plan can be taken as a parameter by Brazil, however, partially, limiting to legal transplantation only a few points. The research method adopted is the dialectic, having been developed based on qualitative investigations, with extensive bibliographical research, without prejudice to the contribution of case analysis.
