Industrialization and urbanization in Latin America, especially in the 1960s, resulted in structural issues such as irregular occupations and real estate speculation. With a housing deficit exceeding 6 million units in 2024, the Fundação João Pinheiro accounts for both quantitative and qualitative deficits and highlights the urgency of effective public policies. This study aims to analyze the housing deficit in Jacareí-SP, focusing on precarious housing. Methodologically, a review of municipal legislation and local documents was conducted, along with an analysis of census data; in 2010, Jacareí had 287 precarious dwellings. The results indicate the need for detailed interventions to improve public policies. It is considered that the municipality acknowledges its precarious housing situation and formulates initiatives for their eradication. However, the process is ongoing, as new precarious dwellings continue to emerge over the years in various locations.
