Abstract

The article aims to compare development strategies of urban-rural and rural communes with development strategies of Local Action Groups of Wielkopolskie Voivodeship in the context of the Act on formulating future supra-local development strategies. The paper is an attempt to answer the question which of the elements of the communes' development strategies and local development strategies (LAG) can be continued in the future supra-local development strategies and which should be changed. What was analysed were 161 communes' rural and urban-rural strategies as well as 31 local action groups which were in force in 2020. On this basis conclusions were drawn on devising future supra-local development strategies in Wielkopolskie Voivodeship. One can discern similarities between strategies comparing their design but also established goals. The greatest difference between those documents is an area they are in effect. It is difficult to find a local development strategy that would contain all goals relating directly or indirectly to the communes it is in force, despite that in most cases it can be observed that strategies overlap, which is indicative of their integrity and co-occurrence. Following the example of LAGs and in line with the statutory provisions, inter-commune associations should be formed, aiming not only to develop a joint territorially integrated strategy, but also to carry out integrated investment, economic, social, environmental and promotional activities. In the future, integrated activities of communes may bring better development results. It will be easier for several unionised communes to negotiate, find partners and funds.
