The article offers information on the policing strategy Problem-oriented policing (POP) developed by professor Herman Goldstein. Topics discussed include importance of policing quality in the success of a democratic nation; state of American police in 1960 and 1970 and their war against public; educational history of Goldstein along with significance of the American Bar Foundation (ABF) in his life; and political and social aspects of policing described in his book "Policing a Free Society."
