The article discusses the possible reconciliation between the terrorist group Al Qaeda and the U.S. and Europe. It claims that Al Qaeda leader Osama bin Laden suggested a possible reconciliation with Europe in April 2004, as well as with the U.S. in 2006. It examines the two phase of the reconciliation process, namely, the undertaking of conciliatory measures, which aims to reach at least a minimum degree of settlement, and the reconciliation proper, which involves measures intended to reach long term psychological change on a broad societal base.
