Examines the impact of the adoptions of individual transferable quotas for mid-Atlantic surf clam and the ocean quahog on its direction and scale of productivity change. Implications of both the public and negotiation of a tradable property rights and the design of the property rights allocation scheme on productivity prior to the implementation of the new system; Recommended policies that will improve resource management; Need for regulators to seek for design allocation schemes to counter the behavior of firms in increasing their use of capital.
