- Abstract
The article seeks to highlight the continuity of inquisitorial and authoritarian practices in the democratic state in Brazil through the analysis of the public safety program called "Pacifying Police Units" held by the state government of Rio de Janeiro, which aims to occupy slums in the state capital. This program reveals aspects which temper some of the state inherent characteristics - such as the unending war about over the monopoly of violence and the government of conducts - with some elements from human rights protection and promotion of democratic practices. At the end, this resizing of state policies updates the punitive power in practice along with the usual selectiveness towards specific social groups.
