- Abstract
The number and magnitude of state funds in Turkey increased significantly in 1980s where major structural changes occurred in Turkish economy. In the following years, these funds became so controversial that they were criticized for harming the conventional budgetary discipline and for corruption. Although most of such funds have been liquidated and no longer exist, certain funds such as "Fund Utilization Support Fund" (KKDF) still exist and are collected at certain rates over certain transactions. This fund is being criticized especially for increasing financial intermediation cost and is considered to abolish in the process of EU membership. In this study, the economic rationale for KKDF and its importance and necessity in today's Turkish economy are analyzed and discussed.
