- Abstract
The functioning of an energy plantation at maximum capacity in an area depends not only its technological features but also the level of acceptance by the local people in that area. This level of acceptance for the plantations in areas where the local people are living is defined as social acceptance within the literature. The main purpose of the studies on social acceptance is to determine the level of social acceptance of the society towards the investments and to include the local people in the political decision-making process. Turkey, which meets most of its energy needs with import sources, is seen as dependant on outer sources. To reduce the level of dependency on outer sources of energy, to diversify the sources of energy and be able to make use of its own energy sources, many energy plantations have been constructed throughout the country or planned. One of these planned plantations which is also under construction now is in Balıkesir -- within the borders of Altıeylül province; Paşaköy Thermal Power Plant. The main aim of this study is to determine (i) the level of social acceptance of the local people, (ii) the factors affecting the perception and attitudes of local people towards thermal power plants, (iii) the effect of distance decay effect factor on the social acceptance level of thermal power plants, in Paşaköy Thermal Power Plant. Also, a survey form was developed to analyse the general attitudes towards the environment. Field research method has been used in this work. In this regard, the zones were determined according to the proximity level within the impact area of the thermal power plant, and surveys were applied to the participants selected by random sampling method. The results of the research were interpreted and evaluated in terms of the environmental attitudes of the residents and their social acceptance levels for the thermal power plant. Research has revealed that proximity of the plant is effective on the social acceptance level. As the proximity to the thermal power plant increases; the social acceptance level of the power plant is decreasing due to the fact that the plant will have a negative economic and environmental impact. In terms of the acceptability and sustainability of the projects, local people should absolutely be taken into account in terms of social acceptance. Where information on the project is limited, local people stand against the project and are concerned about being unaware of what will be constructed in the vicinity. In relation to NIMBY behaviour, local people should be involved in the project process. It is thought that the social acceptance level of the local people will increase as they are aware of the project and the possible impacts of the project.
