- Abstract
An essay is presented that discusses the challenges of advocating U.S. institutional defense reforms to friendly countries undergoing unresolved domestic conflicts. Western-style reforms were recommended as a means to rebuild and stabilize a country like Georgia. Unfortunately, no matter how good is the intention, a country like Georgia with unfinished resolutions to its civil war may use through intimidation or force the same military reform policy to try to end the same conflict.
