- Abstract
This article is based on a baseline survey on the usage of the new information and communication technologies for hearing impaired youths in two special education school/ college in Beijing. And meanwhile, this article also uses the participant observation and in-depth interviews to observe and understand the pattern and strategies of the information accessibility and knowledge acquisition of hearing-impaired youth. Research finds that the digital literacy ability of hearing-impaired youth has been improved thanks to the technological empowerment of smartphone, mobile applications and mobile Internet. However, due to the unfriendly technology application and the lack of information accessibility in the mobile Internet, they encounter with the hidden technical discrimination and digital inequality in a daily basis. They struggle to explore a self-education model by providing an opportunity for peer-supported information and knowledge sharing practice by engaging with the social media and cyberspace. so as to be embraced within today's Chinese society from a more active techno-cultural approach.
