- Abstract
The author reflects on the possible regulatory changes to be undertaken by the administration of George W. Bush in its final year. He mentions several regulations made by former U.S. President Bill Clinton in his last days in office. He points out that incoming presidents could not easily change executive orders set by the outgoing president without facing political consequences.
