- Abstract
The article discusses relations between Russia and Libya. Agreements made during former Russian President Vladimir Putin's April 2008 visit to Libya are analyzed, including the resolution of Libyan debt, a contract for Russia to build a railway within Libya, and an agreement between Gazprom and Libya's National Oil Corp. International concerns raised by Putin's visit are mentioned, including heightened Russian control of European gasoline imports and the possibility of future Russian confrontation with Western nations. Mitigating factors are also mentioned, noting the possibility that Gazprom may not be successful in controlling the entirety of Libyan oil exports.
