- Abstract
The article argues that free markets, instead of engendering democracy in post-Communist countries, led to political capitalism, in which strong central governments took on the role of corporations. The article looks not at the country-specific and universal factors shaping modernization in post-Communist Europe, but at the bureaucracy and institutions that inform political and economic actions. The article covers the impact of international status on post-Communist countries, the transformation of global trends into reform policies and a close study of the countries.
