The article offers information on the implementation of the lay judge system in civil and criminal trials in Japan and examines its merits and limitations. It informs that Japan is putting major efforts lay participation in civil trials. It suggests that Japan should increase the possibility of expanding the use of citizen judges to enhance the process of judicial reforms in Japan.
