- Abstract
The article discusses the circumstances that can lead to irrational outcomes to each of the three stages in a Research and Demonstration (R& D) programs through the experience of the Office of Economic Opportunity (OEO) Ombudsman Demonstration Program in the U.S. The decision to launch an Ombudsman Demonstration Program is discussed. The design of the Ombudsman Program is elaborated. The study of a small government directed field testing program has revealed several circumstances within the agency that reduced the program's success including the rapid turnover of personnel at all levels of OEO, the location of projects because of area government receptivity rather than program design, the poor relations within OEO between program administrators and program evaluators and lack of clarity and agreement in the objectives of agency R& D programs.
