- Abstract
The correct choice of project management mode is significant in successfully constructing cultural tourism projects in villages and towns and revitalizing characteristic protected countryside. However, in actual practice, the misuse and mixing of project management modes of cultural tourism projects in villages and towns are prominent. To meet the needs of project management and decision-making of rural cultural tourism projects, firstly the cultural tourism projects are divided according to human resources. Then the project management modes suitable for the rural cultural tourism project are selected and optimized. Thirdly, through the improved Delphi method, the selection index system of cultural tourism project management mode in villages and towns is established, and the ordered weighted average operator (OWA) is used to assign the weights. Fourthly, a two-step optimization model of project management mode is proposed: the first step is to determine the first-level management mode of cultural and tourism projects based on the nearest neighbor algorithm (KNN), and the second step is to use TOPSIS grey relational model to optimize the secondary management mode of cultural and tourism projects. Fifthly, a list of standards for village and town cultural tourism project management modes is established for the owner's reference. A case study is conducted based on a cultural tourism project to verify the scientificity of the checklist.
