- Abstract
The article explains the differences in approaches of the antitrust division of the U.S. Department of Justice (DOJ) and the U.S. Federal Energy Regulatory Commission (FERC) to analyze the competitive effects of electric power mergers. It discusses cost minimization framework for assessing merger policy which is used by both DOJ and FERC. It discusses approaches of DOJ and FERC with error and administrative costs of their analysis. It also assesses alternative electric power merger policies.
