- Abstract
The article discusses the worsening conditions for literacy teaching and learning in the U.S. as a result of the existing English language arts (ELA) and literacy education policy. Topics covered include top-down policies that have pushed teachers out of conversations, caused teacher shortages, and declining enrollments.
