- Abstract
This article determines the reasons for the failure of government response to the disaster brought about by Hurricane katrina in the U.S. While there is a long-standing, well-established process for mobilizing the governmental response to natural disasters, in the case of Katrina, it began slowly, with a general feeling of uncertainty and inconsistency. Many critics have charged that top officials in the government's crisis management system are not qualified to handle major natural disasters, specifically, officials within the U.S. Federal Emergency Management Agency. Public statements by these officials have done little to convey an air of responsiveness, effectiveness or competence.
