- Abstract
The article discusses the Chinese political system and how it enables organized and informal social groups to pursue their political interests in China. It examines the access to various sources of political power and decision-making entities, the policy interests of China, and the ability of the Chinese government to increase its legitimacy by permitting the interests of disadvantaged groups. The article discusses the concept of non-institutionalized power, the ability of the firm the National Electricity Corporation (NEC) to manipulate policy, and agricultural tax reform in rural China.
