- Abstract
The article looks at U.S. abortion and domestic violence policy under the administration of President Jimmy Carter. Particular focus is given to the attempts of Carter's female appointees, including director of the Office of Public Liaison Margaret "Midge" Costanza, to influence policy. According to the author, Costanza and other female appointees received only limited support from Carter. Topics discussed include federal funds for abortion and shelters for victims of domestic violence.
