- Abstract
The article presents the author's views on the need for disease surveillance and public health monitoring of new threatening infections. He explains that surveillance for pandemics is crisis-driven, ad hoc, reactive and frequently relies on outside experts who are ignorant of local infrastructure or culture. The author suggests to relocate tools and training to countries directly affected by avian flu and other infectious diseases.
