The article presents information about the book "The Politics of Regulatory Change: A Tale of Two Agencies," by Richard Harris and Sidney Milkis. The book explores the shift away from the regulatory regime established under the New Deal by U.S. President Ronald Reagan. The book says that the long-term impact of the public interest lobby demands for social regulation, however, has been to reinforce economic trends, which shift political activity towards the bureaucracy and the courts.
