Can the values of public administration practitioners embody both professionalism and political acuity? A growing chorus of analysts are contending that they can and do. In this article, Professors Daniel and Rose provide means for measuring both dimensions and find a weak but positive relationship between the two among their sample of public managers in the State of Kentucky.
