- Abstract
The question of the position of high public servants within the field of power has been approached by sociological and political science fields of study. Some of this scholarship focuses on the consolidation of a bureaucratic form of domination, another strand tracks the role played by different types of actors in the management of public affairs; other studies, for their part, draw a sociography of the microcosms in which bureaucratic elites are embedded. However, despite the large swaths cut by this scholarship to understand national and international bureaucratic fields in the past years, the notion itself of a bureaucratic form of capital still requires further investigation. To this end, moments of reform provide an interesting entry-point - as Pierre Bourdieu and Rosine Christin demonstrated in their pioneering study on the reform of the housing policy in the 1970s, by highlighting the effectiveness of resources drawn from the detention of a bureaucratic form of capital in this process. The article illustrates the heuristic potential of exploring this notion based on a concrete case-study, that of the reform of the French financial sector undertaken by then Finance minister Bérégovoy and the Treasury Directorate in the 1980s. This example underscores the opposition yet complementary role of two forms of bureaucratic capital in this reform process - a technical form of capital, and a capital based on experience. Examining the power relations generated by these forms of bureaucratic capital requires a relational analysis that tracks both the structure of the social space and the socio-historical context.
