- Abstract
For over 10 years, the Metropolitan Atlanta Rapid Transit Authority Police Department (MARTA-PD) and the Department of Criminal Justice at Georgia State University have been working together to implement a unique system of promotion whereby officers employed by MARTA-PD could advance in rank according to their completion of performance in a specially designed training curriculum. This joint effort, known as ‘training-based promotion’, is built upon the concept that individuals should be trained and prepared for promotion to supervisory ranks rather than promoted and subsequently trained. This research reviews the foundations of officer training in the law enforcement sector, presents an overview of the criteria involved in training-based police promotion methods, and reveals the positive impact of the training-based promotion programme.
