This article discusses the concept of reluctance in world politics and explores why powerful states often fail to act decisively in dealing with crises in their neighboring regions. The author, Sandra Destradi, presents a theory and concept of reluctance, arguing that it is necessary to analyze actual state practices rather than relying solely on existing theories and policy analyses. Through empirical analysis of Brazil, Germany, and India, Destradi demonstrates how reluctance manifests in different ways and influences state policies. The article concludes that understanding reluctance is crucial for comprehending the behavior of powerful states in regional crises, and that theories and analyses that do not account for reluctance are incomplete.
