- Abstract
Under the background of implementing time-of-use policies around the world and vigorously developing port shore power, TOU tariff is introduced into the operation problems of container terminals, considering the influence of shore power and time-of-use on the operation plan of container terminals, and taking into account the interests of terminals and shippers, on the premise of ensuring that ships can leave port as planned. A multi-objective optimization model is constructed with the minimization of ship's port time, shore bridge power cost and shore power cost. According to the characteristics of the model's objective function and the selected problem, non- dominated sorting genetic algorithm (NSGA II) with elite strategy is selected to solve the problem. Through the examples of different scales, compared with the traditional berths and quay cranes allocation strategy which does not consider the power cost, the proposed model algorithm can effectively reduce the power cost of the terminal and relieve the peak power pressure, especially for the terminal with less container throughput. Finally, through the sensitivity analysis of the peak valley price difference of TOU price, it provides certain basis for the relevant departments of the terminal to make decisions on different price policies.
