The article focuses on The Education for All Handicapped Children Act of 1975, Public Law (P. L.) 94-142. P. L. 94-142 represents the standards that have been laid down by the courts, legislatures, and other policy bodies of this country. It represents a continued evolution of the federal role in the education of children who have handicaps. P. L. 94-142 reflects the dream of special educators and others concerned about the education of children with handicaps. P. L. 94-142 is the national vehicle whereby the promises of state and local policy and the dreams in the profession have hoped for, and may become a reality.
