- Abstract
This article presents the results of a study that analyzed the existence of institutionalized popular education in health strategies (PEH) and the degree of convergence in the inclusion of PEH principles in state continuing education plans. The method is characterized as a case study that developed a thematic content analysis with a degree of conceptual convergence. A matrix of operational categories was established and applied to the documents identified. The results show that there are strategies for implementing PEH in all of Brazil's geographical regions, with a concentration in the northeast. The National Policy for Popular Education in Health and its operational plan are models of proposals with an advanced degree of convergence towards the principles of PEH. Three state permanent health education plans were identified, with an intermediate degree of convergence for the principles of participation, social control, and participatory management, for the most part; advanced for training, communication, and knowledge production; and insufficient for health care, intersectoriality, and multicultural dialogues. The conclusion is that efforts are needed to make PEH a reality, resisting models of technical training, centralized management, and denial of social participation in the Unified Health System.
