- Abstract
The article examines the procedures established by the U.S. Veterans Health Administration (VHA) to qualify an operations activity as research. It offers a Common Rule definition of research as a systematic investigation that will contribute to generalizable knowledge. The VHA infers that any health care operations activity that does not produce information to expand scientific knowledge cannot be considered research.
