Following the first EU procurement directive (2004), EU institutions redefined public procurement as part of the single market, imposed protections of bidders, and spelled out how these rights should be balanced against labor and environmental standards. Jaehrling and Stiehm show how public procurement professionals can become engaged in an institutional experiment for better work. Karen Jaehrling and Christin Stiehm's new book on public procurement in Germany channels Karl Polanyi.
