In the article, the author discusses the ambiguous relationship between face masks and the public decision-making practices of the French government. Also cited are how the masks became a symbol of negligence from being a symbol of preparation, how French companies prepared for a possible influenza pandemic in 2008, and how the procurement of masks served as a means to reassure the population.
