- Abstract
The concept of borrowing, which is as old as the birth of economics, has become an essential source of financing for government, especially today when globalization movements have reached their peak. Like most developing countries, Turkey has often resorted to borrowing to cover revenue and expenditure imbalances. With the global impact of both the crises in the 2000s and the recent covid-19 pandemic, serious deterioration has been experienced in debt indicators, as in many economic indicators. From this perspective, both domestic and foreign borrowing should be analyzed in detail in order for Turkey to maintain its current sustainable borrowing policy. In addition, not only the amount of debt but also many essential indicators such as the ratio of debt to national income, debt rollover rates, maturity of debt, cost of debt, financing source of debt and by whom it is used, payment projections, currency composition of debt should be considered. In this context, in this study, Turkey's borrowing requirement in the post-2000 period and internal and external debt components are discussed in all aspects. As a result of the study, it was found that the stability experienced in both internal and external debt indicators in the post-2000 period began to deteriorate, especially after the crises and Covid-19 Pandemic.
