- Abstract
This article discusses various issues related to savings, insurance, and the debt over the post-apartheid period in South Africa, and reviews the recent research in this regard. Over the last few years there has been increased recognition by the South African government and financial sector that the absence of basic financial services, particularly in rural areas, is a major obstacle to growth and poverty reduction. In October 2003 the South African financial sector committed itself to the Financial Sector Charter. The financial sector has acknowledged that access to first-order retail financial services is fundamental to black economic empowerment and to the development of the economy as a whole.
