Exploring the Partnership of Government Agencies in Implementing Information Systems.

- Abstract
The partnership is crucial in government agencies to fulfill regulations in limited resources. Previous studies have focused on the public-private partnership (PPP) in organizations. However, the PPP and public-public partnership (PUP) in the public and information systems (IS) domain are less discussed. Through the concept of social exchange, this study explores the PPP and PUP among agencies and vendors in implementing IS which is regulated by launched rules in government. Based on the findings, this study suggests that IS mission is the foundation which affects social norm, Topmanagement support, and IS performance which then shape the partnership in government agencies. A good partnership among agencies, i.e. PUP, can promote the partnership between agencies and IS vendors, i.e. PPP. This finding is useful for managers in government agencies to keep good partnership in implementing IS.
