- Abstract
The article examines whether poor safety culture is responsible for the disaster involving the Russian Submarine Nerpa. The Nerpa Russian submarine disaster took place on November 9, 2008 where at least 20 people were suffocated by the fire-fighting gas, Freon. It mentions that human risk-taking behaviour does not occur in isolation of the working environment, but can often be the consequence of its influence known as "Organisational Safety Culture." A safety culture can be likened to the "safety personality type" of an organisation in that it has a mind set that gives an overall intuition on organisation. Parker and Hudson believe that safety culture is likened to child's development stages such as pathological, reactive, calculative, proactive, and generative stage.
