- Abstract
The article investigates the mutually constitutive relationship between mineral policy and the violence that characterizes the frontiers of extraction in the Amazon. It does so through a two-level analysis of the Policy for Strategic Minerals (PME), instituted in Brazil since 2021. First, we analyze the PME through its governance structure and the portfolio of projects it encompasses. Then, we present one of the projects enabled in the PME, the Volta Grande Project, focusing on the violence and rights violations accompanying its advancement. We conclude that the roots of extractivist violence in the Amazon lie far beyond affected territories. They are deeply entrenched in official policies and in the mining governance framework, which creates conditions for «strategic projects» to advance through violence and the imposition of extractive logic.
