- Abstract
The article provides information about several books on personnel management in public sector. Books include: "Managing Human Resources: An Introduction to Public Personnel Administration," by N. Joseph Cayer; "Public Personnel Management: Contexts and Strategies," by Donald E. Klingner; "Public Personnel Systems," by Robert D. Lee and "The New Public Personnel Administration," 2nd ed., by Felix A. Nigro and Lloyd G. Nigro. Personnel practices, with their emphases on eliminating party patronage, assuring equal treatment for public servants, utilizing scientific management methods and developing career service protections had erred in their ways and moved in an adverse direction, one "characterized more by procedure, rule and technique than by purpose or results." For Wallace Sayre and other thoughtful scholars during the postwar period, something had to be done to recast the "deep-seated stereotypes and cherished rituals of civil service administration" that had generated such a negative image and posture for personnel management. In a sense, the four books examined in this article can help to provide one with an assessment of what has been done since Sayre's call for personnel reexamination.
