- Abstract
Public sector employment has become a prime determinant of the social and economic progress of minority groups. And one of the most important sources of jobs in the public sector is the bureaucracy. Past research on the bureaucracy has focused on its service functions. Today the focus has shifted to two other functions that are equally important, the bureaucracy as a source of employment and the bureaucracy as a form of group representation in a democratic society. While the public service function of the bureaucracy is still important to minority groups, equal employment and group representation in the bureaucracy have come to be even more significant. The increase of minority employment in the public sector comes at a time when collective bargaining by public employee unions is also on the increase. The purposes of this article are: (1) to assess the degree of conflict (if any) that may exist between the goal of equal employment opportunities and collective bargaining in public employee unions, and (2) to explore the conditions under which minorities are likely to achieve fair representation in the collective bargaining process.
