- Abstract
The article analyzes the criteria for distributing the Fund for the Participation of Municipalities (FPM-Interior) and its implications for the socioeconomic development of Brazilian municipalities. It was found that population is not an adequate indicator of low or high socioeconomic development, suggesting the need to revise this criterion. Other factors besides population and income were also proposed to improve the distribution of the FPM-Interior to municipalities. The study seeks to analyze whether there is a relationship between population ranges and the dimensions of socioeconomic development in Brazilian municipalities. Intergovernmental transfers represent the majority of municipal revenue, followed by tax revenue, other sources of current revenue, and capital revenue. The dependence on intergovernmental transfers is greater for small and medium-sized municipalities. The study analyzed the influence of intergovernmental transfers, especially the Fund for the Participation of Municipalities (FPM) - Interior, on the socioeconomic indicators of Brazilian municipalities. The study found that FPM-Interior revenues have a positive relationship with socioeconomic development, while Fundeb revenues have a positive impact on socioeconomic indicators. The article discusses the limitations and challenges of the current format of the Fund for the Participation of Municipalities (FPM) in Brazil. The text is a list of bibliographic references related to the topic of intergovernmental transfers in Brazil.
