- Abstract
Extension is under increasing pressure to conduct evaluations that provide substantive and reliable evidence of program results. However, current evaluation methods which can supply these results are too costly for general applications. This study proposes an alternative evaluation method which measures program participants' belief changes and uses normative decision models to estimate the effects of behavioral responses to those belief changes. A pilot application demonstrates that the proposed evaluation procedure is a viable alternative to current methods, with potential cost advantages that could permit more widespread application.
