- Abstract
Germany must shape its room for manoeuvre in foreign and security policy in a fractured bipolar international order. In doing so, the EU provides some framework because it shapes the European state order. However, it does supersede defense policies of the individual states, because it does not guarantee security. Russia is becoming a long-term threat because internal and external developments are putting it on a track marked by violence. The U.S. is simultaneously fighting to stabilize order in three regions: Europe, the Pacific, and the Middle East. Europe doesn't have much to offer. The American interest in preventing China from dominating Eurasia is the opportunity for Germany and the EU to preserve democracy, security and prosperity.
